Log into your cPanel using https://secure.lightningbase.com/index.php/knowledgebase/6/How-to-Access-cPanel.html
Click on Click the MySQL Database under the Databases heading.
Next to New Database enter a name for your database and click create database
Under Mysql Users Add new user , for that enter a username.Enter a password next to Password, enter it again for Password (Again) and then click Create User.
Assign the created user to the created database from "Add User to Database"
On the next step, you'll assign privileges for the user to the database. Check the box next to All Privileges and then click Next Step.
